The UN first attempt to call a tribunal and to punish the guilty in downing MH-17 was a year ago. However Russia, the member of the Security Council used its veto right to block the decision.

The flight MH-17 heading from Amsterdam to Kuala Lumpur crashed in Donetsk region on July 17, 2014, killing all 298 people aboard.
