The all-Ukrainian poll initiated by President Volodymyr Zelensky held on elections day on October 25 had a significant impact on the quality and content of the elections, as UNIAN reported citing Chair of the Committee of voters of Ukraine Oleksiy Koshel.
“The presidential survey has completely changed the emphasis of the election campaign and, in our opinion, has significantly influenced the quality of the elections and the substantive foundation during the last week of the campaign. That is why we urge to refuse from the experiments in the future tied with the holding of the so-called polls and return to real mechanisms of people power,” Koshel noted.
Moreover, the Committee of voters of Ukraine mentioned the number of conflicts and particular facts of violations of the electoral legislation caused by the poll on the elections day.
Thus, the observers of the committee spotted a few cases of holding the poll inside the polling stations.
Particularly, in Cherkasy, the member of the district election committee personally distributed the poll’s forms; while in Utivka, Kharkiv region, the survey was held at the polling station; however, the members of the district election committee did not respond to it; instead, they urged not to hinder the holding of the poll.
In Berdyansk school #50, the attempt of the poll’s holding at the polling station was spotted. The conflict developed that lasted about an hour. The interviewers were convinced to hold the poll outside the polling station.
In particular cases, survey takers did not offer to pass the poll but expressed their opinion toward the questions and it could be considered as agitation.
“We talk about a few facts; the scale of our observance cannot cover 100% of Ukraine’s territory and all polling stations. But such examples took place,” Koshel specified.
The Committee of voters urges to adopt the law about the all-Ukrainian referendum and develop and adopt the law on local referendums as soon as possible as it is the most important tool for the work of the local communities.
On October 25, the All-Ukrainian poll of Volodymyr Zelensky was held simultaneously with the local elections. The citizens were supposed to answer five questions.
The poll was held at the expense of the Servant of the People faction. According to the observers, people in white uniforms stood near the polling stations with boxes and invited people to answer five questions. A person could participate in this survey numerously; it was not controlled.
The local elections took place at all levels in Ukraine for the first time ever. The citizens voted for the representatives in the local and regional councils and heads of village and city councils.
