On December 1, President of Ukraine Volodymyr Zelensky spoke in the Verkhovna Rada with a traditional address to the people about the internal and external situation of the state, the speech lasted 45 minutes.

For the first time, the meeting was attended by the relatives of the deceased defenders of Ukraine. The people's deputies honored a minute in memory of those killed for independence.

Deputies of the "Servant of the People" today put on T-shirts with the slogans "For the President! Against the Oligarchs." MPs from other factions also showed creativity: they brought posters, Nina Yuzhanina from Eurosolidarity put on a T-shirt with portraits of Zelensky and Yermak and the inscription "Which one is a mole?"

This appeal is spelled out in Art. 106 of the Constitution, as a rule, the message sets out the position of the head of state on the main directions of domestic and foreign policy or information on important decisions.

  1. Economic passport of a Ukrainian

Zelensky until December 10 will submit to the Rada a bill on the economic passport of a Ukrainian. All funds, payments for the use of Ukrainian subsoil will be accumulated on the personal accounts of children of Ukrainian citizens. Upon reaching the age of majority, children will be able to use the money for education in Ukraine, purchase of their own housing.

From January 1, the average salary of a doctor will be 800 USD.

  1. Dual citizenship

Zelensky is now submitting a bill on multiple citizenship to parliament.

"An important component of our international policy is the support of world Ukrainians. I know how important the issues of multiple citizenship are for Ukrainians living in the US, Canada, and the EU. Today I am submitting a relevant bill to parliament. We are 65 million. For the first time, Ukrainians from all over the world will feel like not a diaspora, not just people of Ukrainian origin, but Ukrainian citizenship, equal Ukrainians," Zelensky said.

  1. Loans for individuals at 5%

Zelensky announced a program for issuing consumer loans to all honest taxpayers-individuals at 5% to buy real estate, electric cars and get an education or change profession.

“Soon we will launch the Ukrainian Dream program, according to which every citizen of the state who honestly pays taxes will be able to get a loan at a rate of 5% in hryvnia,” Zelensky said.

  1. Population census with Apple in February 2023

“I am proud that Ukraine will become the second country in the world to conduct a population census in cooperation with Apple in February 2023,” Zelensky said.

  1. New roads and bridges

Over the next two years, Zelensky promised to build 15,000 km of roads and 810 bridges. The President said that within the framework of the national program for the restoration of bridges, 560 bridges and bridge crossings have already been built and renovated, including the bridge in Zaporizhzhia, which has been unfinished for 15 years.

  1. On judicial reform: "There is nothing to be proud of here yet"

"Judicial reform in Ukraine. There is nothing to be proud of here yet. We are only at the beginning of the road. We have just voted the first two laws. This is not the first time that judicial reform has begun in Ukraine. But for the first time, it will be brought to an end," Zelensky said.

  1. Zelensky is not afraid of talking to Putin

Zelensky said he is not afraid of a direct conversation with Russian President Vladimir Putin and is ready for it.

“The war in Donbas has been going on for eight years, Russia annexed Crimea for eight years, and I’m not afraid to speak to everyone and speak directly to the Russians. That is why, at the same time, I’m not afraid of a direct conversation with him (Russian President Vladimir Putin - ed.), we are not afraid of direct dialogue," Zelensky said.

The President acknowledged that Ukraine cannot stop the war without direct negotiations with Russia.

  1. Fight against oligarchs

“For the first time in 30 years, we have begun a systemic struggle with the oligarchs. Someone will say: it’s right to say not with, but against the oligarchs. And I’ll say: it’s right not to say, but to do. And I am sure that Ukraine will win in this struggle. Ukraine will end this," Zelensky said.

  1. Funded pensions

Zelensky called on the Verkhovna Rada to adopt a law introducing a mandatory funded pension system.

"For the first time in all the years of independence, we have agreed on the parameters of a reliable compulsory funded pension system, which will allow saving funds for a decent old age," he said.

He said that the parliament will consider this bill in the near future.

  1. "Raising tariffs is not about Ukraine for the first time"

The President assured that the restriction in electricity supply and the increase in tariffs are not about Ukraine.

"The energy crisis, the restriction in electricity supply, a significant increase in tariffs - for the first time this is not about Ukraine. I congratulate you. These are the realities of the whole world, despite which we have managed to maintain stability in the energy sector, restrain the rise in prices for housing and communal services, and even reduce for the population of our state," Zelensky said.

Zelensky also announced that in 2022 Ukraine will begin a major thermal modernization: it is planned to insulate thousands of houses, schools, hospitals.

  1. Implementation of the Association Agreement with the EU

"Our goal is the implementation of the Association Agreement. According to the government's estimates, in general, about 60% of all Ukraine's obligations under the Agreement have been fulfilled, and 25% of them have been fulfilled only this year," Zelensky said.
