Zelensky wants National Guard to be separated from MIA and subordinated to President

President of Ukraine Volodymyr Zelensky asked the Verkhovna Rada to transfer authority of the National Guard of Ukraine from the Ministry of Internal Affairs (MIA) to the President. The Commander will be appointed or dismissed by the President of Ukraine. The draft law No. 1007 is submitted for consideration by the Verkhovna Rada as urgent.

"The activity of the National Guard of Ukraine is directed by the President of Ukraine through the Commander of the Guard who has direct supervision of Ukraine's National Guard," the document reads.

However, the Commander of the National Guard of Ukraine will be appointed to the office and dismissed only by the President of Ukraine, but after submission of Minister of the Interior. 

Besides, it is proposed to change the Law of Ukraine about the National Guard of Ukraine in the part where it is stated that NGU is the military subdivision with enforcement functions, which is part of the Ministry of Internal Affairs. The new edition suggests deleting the information that NGU is included in the MIA.
