Zelensky signs law requiring to ban electricity imports from Russia

Ukrainian President Volodymyr Zelensky signed a law introducing a ban on the import of electricity from Russia and Belarus. This was reported by the press service of the President's Office.

"President Volodymyr Zelenskyy signed the Law "On Amendments to Certain Legislative Acts of Ukraine Concerning Certification of the Transmission System Operator" #139-IX, which the Verkhovna Rada adopted on April 15, 2021," the message says.

In particular, the law will provide the possibility of certification of the electrical energy Transmission System Operator (TSO) according to the ISO (Independent System Operator) separation model. This model provides that such an operator uses property that ensures the integrity of the unified energy system of Ukraine, while at the same time this property remains in the ownership of the state.  

According to the document, the TSO is a legal entity (joint-stock company) responsible for the safe, reliable and efficient operation and development of the distribution system, which has received a license for the transmission of electrical energy. Not only the owner of the transmission system can be a TSO, as it is now, but also a legal entity, 100% of the corporate rights of which belong to the state or a state-owned company.  

The owner of the transmission system should not have the right to manage or control business entities that produce or supply electricity and engage in trading activities.

Only the ministry authorized by the government of Ukraine can manage state-owned objects that are used for the transmission of electricity.
