President of Ukraine Volodymyr Zelensky signed the law ‘On amendment in some legislative acts of Ukraine aiming for the provision of extra social and economic guarantees due to the spread of coronavirus disease (Covid-19)’ #540-IX. It was adopted by the parliament on March 30, 2020, as the President’s Office reported.
The document provides the extra social and economic guarantees for support of citizens and businesses in the conditions of the counteraction spread of the coronavirus in Ukraine. The law, particularly, provides the surcharge in the sum of 300% of the wage for medics and other employees, involved in the treatment of Covid-19 and workers of the social protection of the population who provide the services to the citizens staying at home, up to 100% of the wage.
Moreover, the government is provided with the right during quarantine to establish the price caps for the goods of anti-epidemic purpose and socially important goods. The law also provides that the import to Ukraine of medicines, medical devices and equipment for counteraction Covid-19 and their supply are released from VAT payment.
The law allows to solve the issue of the provision with antiseptics. The zero rated excise duty is imposed and the administrative procedures of production and purchase of spirits for disinfectors are simplified.
The document provides payment of allowance on partial unemployment for the workers of small and medium-sized enterprises, whose working place will be saved during the quarantine. Moreover, the processing of remote working is simplified – the employees have the right to allocate time on their own and the fulfillment of the remote working will not lead to the restriction of the labor rights or reduction of salary. All social benefits will be prolonged automatically during quarantine, the citizens do not have to endanger themselves and come to proper establishments.
Besides, the law provides the ban to increase the interest rates for all loan agreements. The consumer credits taken before 2017 are released from fines and penalties.
The document also increases the limits for the group of payers of single tax for physical persons – entrepreneurs: first group – from 300,000 hryvnia to a million hryvnia ($10,836 - $36.121), second group – from 1.5 million hryvnia to 5 million hryvnia ($54,182 - $180,607), third group – from 5 million hryvnia to 7 million hryvnia ($54,182 - $252,850).
As we reported, the Verkhovna Rada has passed Law № 3268, which allows Ukrainian doctors to use world practices during the treatment of coronavirus.
