Zelensky signs law on cash registers, fines for illegally issued checks

President of Ukraine Volodymyr Zelensky signed the bills #1053-1 on imposing of electronic checks and #1073 on implementation of cashback in case of illegally issued receipts as the press service of the president reported.

“The head of the state signed the laws #128-IX “On amendment of the law on use of registers of banking operations in trade, catering  and services” and #129-IX On amendment of Tax Code of Ukraine on de-shadowing of the calculation in trade and services areas” adopted by the parliament on September 20, 2019,” the message said.

The law #128-IX establishes that business might use not only cash registers but also program registers of banking operations. The supervisory authority should provide the free program.

The receipts should be not only paper but also electronic. They will be created by the program registers of banking operations.

The law increases responsibility for violations during sale of goods. From October 1, 2020, if the violation occurred for the first time the sanctions will make 100% from the cost of the sold goods; each of the next violations will cost 150%.

It is also foreseen to impose the complaints mechanism illegal receipts and compensations if the complaint is real.

The consumer may send information about purchase costing over particular sum, attach the receipt, and get 100% from the cost of the purchase. If the complaint is real the sum of the fine transferred to the state budget.  

The draft amendments to Tax Code #129-IX provides the imposing of program registers of banking operations and registers of banking operations for particular groups of private entrepreneurs from October 1, 2020.

On September 20, the Ukrainian Parliament approved the bill No. 1053-1, which provides an instilment of an electronic check. It was unveiled by a deputy from People’s Servant fraction, the head of the tax committee Danylo Hetmantsev. The turnover limit for individuals of the second group of entrepreneurs has been increased from 60,932 to 101,553 dollars, according to his statement.
