President of Ukraine Volodymyr Zelensky should sign the law on the pardoning of the Russians, waiting for the prisoners’ exchange between Ukraine and Russia. The citizens of Russia, who stay in the exchange point, cannot be released, as 112 Ukraine reported citing lawyer Valentyn Rybin.
He states that the prisoners’ exchange cannot take place until Zelensky signs the order on the pardoning. He believes that such delay creates “problems on the way of the implementation of the last stages of the exchange.”
“We are in the state of the expectation of the order on the pardoning; then we will be quickly taken out of the places of detention or places of the pretrial detention and we will aim to the point of the exchange. It does not take place yet. We expected that the procedure will be finished until August 24, the Independence Day; we supposed that on August 27, the first working day, this procedure will be continued. This day ended finished without such an order and I suppose that it will also not take place tomorrow. People who are conditionally free and stay at the gathering point cannot manage their freedom and expect those, whose order should be signed by Volodymyr Oleksandrovych,” Rybin said.
He also noted that restrictive measure was changed for some prisoners; some of them concluded the contract on the pleading guilty, others are pardoned. People, whose restrictive measure was changed or those who pleaded guilty stay in the exchange points. According to him, there are no people who should be pardoned in the points.
Earlier Rybin reported that the date of exchange of prisoners between Ukraine and Russia has been postponed for an indefinite period.
As we reported, Russia might send Ukrainian imprisoned sailors back to Ukraine until the end of August. The sailors, who were detained by Russian militaries, would definitely come back to Ukraine after the last year incident in the Kerch Strait. The exchange will be held until the end of August.
