President of Ukraine Volodymyr Zelensky instructed the Cabinet of Ministers to draw up a bill on land market by October, and entrusted the Verkhovna Rada to adopt it and lift the moratorium on agricultural land sale by December 2019. Zelensky stated this at a meeting with the leadership of the Verkhovna Rada, Cabinet of Ministers, and law enforcement agencies on air of 112 Ukraine TV channel.
In particular, the government has to develop and submit to the parliament a bill on the agricultural land market and lifting of the moratorium on land sales by October 1, 2019.
“To adopt a law on the agricultural land market and cancel the moratorium on land sales. The deadline is December 1, 2019. Head of the Verkhovna Rada Dmytro Razumkov, Head of the People's Servant parliamentary faction Davyd Arakhamia, Chairman of the Committee on Agrarian Policy and Land Relations Mykola Solsky are appointed responsible for this issue,” Zelensky said.
At the same time, the president added that the land reform was aimed at developing Ukrainian farming and protecting the interests of the owner. He noted that “no one will take anyone’s land.”
As it was reported earlier, Zelensky offered to provide people with the right of the legislative initiative and enshrine the proper regulation in the Constitution. The proper bill registered in the Verkhovna Rada as #1015.
It is offered to reconsider Article 93 of the Constitution, which states that the right of the legislative initiative in the Verkhovna Rada is provided only to the president, the Cabinet of Ministers and MPs. It is offered to add people on the list. This right should be implemented “in cases and order provided by the Constitution and laws of Ukraine”.
