Zelensky enforces Defense Security sanctions against 28 Russian special services officers

President of Ukraine Volodymyr Zelensky signed a decree to put into force the decision of the National Security and Defense Council of Ukraine from August 20, 2021, which introduces sanctions against 28 officers of intelligence and special services of the Russian Federation. The decree was published on the website of the Office of the President.

Sanctions provide for assets blocking, limiting trade operations, restrictions, partial or complete termination of transit of resources, flights and transportation by the territory of Ukraine, prevention of capital outflows from Ukraine, termination of the fulfillment of economic and financial obligations, cancellation or termination of licenses and other permits, prohibition to participate in privatization and lease of the state property.  

In addition, the list of restrictions included a ban on the entry of foreign non-military and warships into Ukrainian waters, a prohibition on issuing the National Bank’s permits for investment, termination of issuing permits for import into Ukraine or exporting foreign exchange values, restricting cash withdrawal from cards, prohibition to transfer technologies and rights to objects of intellectual property and deprivation of all state awards of Ukraine.

On August 20, the National Security and Defense Council on submission of the SBU has introduced personal sanctions against Russian judges, military and intelligence officers for the persecution of Ukrainian citizens in the occupied Crimea.
