Zelensky does not support petition on regulation of arms traffic among civilians

President of Ukraine Volodymyr Zelensky did not support the internet-petition “to keep order with traffic in arms and order is the law” as the presidential website states.

“According to the established by the Constitution of Ukraine the highest social value – human, his/her life and health, honor and dignity, inviolability and security, realizing the responsibility of the state before person fir its activity and considering the necessity to improve the legal policy and establishment of peace in the society, the legalization of traffic in arms in the state considered to be premature and cannot be supported,” the president noted.

He added that the comprehensive and professional consideration of the situation, first of all, with the analysis of the experience of foreign states and state of the military, political and operative environment, public order and public security may become the basis for the adoption of right decisions in issues of preventing of additional reasons and circumstances for frivolous and negligent attitude to human life.

The offers stated in the petition will be passed to the Commission on legal reform.

The petition “to keep order with traffic in arms and order is the law” was initiated by Ukrainian public organization Ukrainian association of arms’ owners and over 25.000 citizens supported it.

The organizations asked the president to initiate the consideration of the bill on the regulation of arms traffic among civilians.

According to people who signed the petition, the absence of the proper legal regulation and common for everyone rules of ownership and use of the civilian arms deprives exactly the law-abiding citizens of the efficient means of defense of their lives and health from the criminal violations. Meanwhile, the perpetrators have unlimited access to any arms with no real control.

Ukrainian association of arms’ owners believes that the ownership of the civilian arms, particularly short-range firearms for self-defense, should be finally regulated by the proper law of Ukraine “On arms”, which will establish clear but tough rules for everyone.
