Amid the scandal with the Constitutional Court of Ukraine, President Volodymyr Zelensky urged the parliamentary faction Servant of the People to obligatory support his ‘tough’ initiatives on the Constitutional Court, as Interfax-Ukraine reported.
“It is obvious that on the results of today’s decisions, votes, we will assume global decisions. We will try to rigidly re-load the whole system because the time of talks has ended. Time of entreaties and mildness has ended. We need to assume ‘tough’ decisions on the Constitutional Court. Certainly. It is not a request. Any requests, while the values are destroyed,” Zelensky said.
He stated that winners can't be judged and if he decides that the way of the solution of the crisis is possible only through the proposed bill and it should be obligatory supported.
“If we find another, less conflict way – another decision will be made. Currently, I can say that the recent decisions of the Constitutional Court, these scandalous cancelations of the fundamental laws – a direct and quick way for bloodshed. If this chaos created by the Constitutional Court for money is not stopped, we will see the confrontations on the streets. By the way, this response from the society will be tough but fair,” he noted.
The official website of the Constitutional Court of Ukraine posted a message that stated that ‘the meeting of the judges of the Constitutional Court of Ukraine is postponed’.
Earlier, the Constitutional Court of Ukraine recognized the norm about the criminal responsibility for false declaration unconstitutional. According to the court’s decision, the criminal responsibility for a false declaration is ‘excessive punishment’ for a person. The punishment for false declaration is ‘disproportional to the inflicted harm’.
By such a decision, the Constitutional Court of Ukraine blocked the implementation of local election results. The court denied the NACP access to state registers which are used to verify declarations of candidates for senior positions in state bodies. In this regard, no head can be officially appointed.
President of Ukraine Volodymyr Zelensky stated that the system of the electronic declaration of incomes will work despite the decision of the Constitutional Court.
On October 29, Volodymyr Zelensky convened an urgent meeting of the National Security and Defense Council (NSDC) to determine measures for the immediate response of the state to threats to national security.
Later, the Cabinet of Ministers ordered the National Agency for the Prevention of Corruption (NAPC) to immediately restore citizens' access to the register of declarations of officials.
Besides, President of Ukraine Volodymyr Zelensky submitted draft law No.4288 for the Parliament's consideration. The bill offers MPs to deprive the Constitutional Court judges of their authorities and to restore the law on a declaration that the Court had canceled.
In his turn, Chair of the Constitutional Court Oleksandr Tupytsky stated that the bill initiated by President Volodymyr Zelensky has characteristics of the constitutional coup in Ukraine.
