Who is Serhiy Shkarlet?
Serhiy Shkarlet was born on October 19, 1972, in Kokand (Uzbekistan). He graduated from the Faculty of Applied Mathematics with a degree in Mathematical Support of Automation Systems. He received a diploma in Engineering and Mathematics. He later got another degree in Economics.

In 2010, Shkarlet participated in the election to the Chernihiv regional council from the Party of Regions. In an interview with the media, he stressed that he has been a supporter of the Party of Regions since 2004. He stated that he had chosen political guidelines “back in 2004.”
However, the choice of political guidelines did not prevent Shkarlet in 2015 from running for the Regional Council from Petro Poroshenko Bloc. He did not win this election.
The website of errors and falsifications in scientific research published information about alleged plagiarism in a co-authored monograph by rector Serhiy Shkarlet.
According to the author, in the monograph “Financial instruments of the state policy of economic development in Ukraine” (Shkarlet, Marhasova, Korkots, Ruzhitsky) there are “borrowed” parts of the text from Tatiana Buhay’s article “Methodological approaches to assessing the effectiveness of the budget process in Ukraine.”
