Detectives of the National Anti-Corruption Bureau (NABU) are conducting authorized searches at the Kyiv District Administrative Court and the State Judicial Administration.
Searches are carried out in order to seize objects, belongings, and documents "which might be relevant to criminal proceedings." This is the official message of NABU.
What do journalists write on the case?
“NABU brought suspicion to the head of the District Administrative Court Pavlo Vovk, deputy head of the court Yevheniy Ablov, five other judges, as well as the head of the State Judicial Administration Zenoviy Kholodnyuk. This is simply unprecedented,” journalist Yury Butusov wrote on his Facebook page.
He noted that Vovk, Ablov, and the rest of the defendants "will not be detained on the spot since they are special subjects." And the decision on their detention must be issued by the Supreme Anti-Corruption Court.
“The suspicions are based on the study of recordings of conversations in Vovk's office, some of which were published in 2019 at a press conference. According to the recordings, Vovk discusses how is he going to put pressure on various authorities with the help of court decisions in order to get the decisions he needs,” he writes.
What are these records?
We are talking about the tapes published by NABU in July 2019 in the case of court interference in the work of other authorities. Among other things, the judges are suspected of influencing the cancellation of government decisions on tariffs and the arrest of the property of ex-President Viktor Yanukovych.
It was also reported earlier that the management and four judges of the Kyiv District Administrative Court were suspected of involvement in the appointment and dismissal of personnel in the High Qualification Commission of Judges "in a puppet mode", although competitions were officially held.
According to the investigation, the records include, in particular, head of the court Pavlo Vovk, judges Yevheniy Ablov, Bohdan Sanin, Ihor Pohribnichenko, Oleksiy Ogurtsov, Pavlo Hryhorovych, members of the High Qualification Commission of Judges Serhiy Ostapets and Mykola Sirosh, lawyer Oleksandr Krotyuk, MP Serhiy Kivalov and his assistant Antonina Slavitska.
In July last year, searches were carried out in the Kyiv District Administrative Court. A year later, NABU again "visited" the judges.
Who is Pavlo Vovk?
Chairman of the District Administrative Court of Kyiv Pavlo Vovk
He is the head of the Kyiv District Administrative Court, involved in serious scandals several times.
For example, NABU had questions about his declaration. For example, in his 2016 declaration, Vovk indicated that he only owned an apartment in Kyiv. In May 2017, NABU "found" a country house that belonged to the judge's ex-wife.
Vovk subsequently included this house into the declaration, but in 2017.
Who is Yevheniy Ablov?
Deputy Head of Pavlo Vovk. He also got into numerous scandals. In particular, he made a resonant decision during the Maidan, satisfying the claim of a citizen who was prevented from moving freely by the barricades on the Maidan. After this decision, "Berkut" tried to disperse the participants of the Maidan.
Also, Ablov was remembered for the privatization of an office apartment and the consideration of the resonant case of "Avakov's backpack case" (in 2018, National Anti-Corruption Bureau of Ukraine charged Interior Minister Arsen Avakov’s son Oleksandr with embezzling $500,000 from the state, - ed.).
Who is Zenoviy Kholodnyuk?
Head of the State Judicial Administration of Ukraine. A figurant of the Vovk tapes. In particular, based on the published records, Vovk planned to take control of the Higher Qualification Commission by eliminating some of the High Anti-Corruption Court of Ukraine members and appointing his own people.
