Russia intends to freeze the Donbas Conflict on the model of Transnistria. Leonid Kuchma, the second President of Ukraine and representative of Ukraine at the Trilateral Contact Group on Donbas claimed this on November 17.

'The offers of Russia consideration the contact line means the creation of a new border with Ukraine. It will be something similar to Transnistria, one more frozen conflict but it will be much worse because Transnistria does not share the common border with Russia', he said.

According to Kuchma, the meeting of Kurt Volker, the US Special Representative and Vladislav Surkov, the affiliate of the Russian president did not give any results.

'The US offered 29 points and Russia is ready to accept three of them. Surkov said that three is already not a zero but it is', he thinks.

Kuchma also added that he sees no perspectives of the settlement of the Donbas Conflict. 'There are no chances to reach the peace in the region with such actions'.

The former president also noted that the Ukrainian attitude should remain unchanged. The UN peacekeepers should stat at the whole territory of Donbas, including the Ukrainian-Russian border.

Earlier the Defense Minister noted that the Donbas Conflict should not be frozen.

A few months ago, Russian President Vladimir Putin agreed with the idea of introducing UN peacekeepers to the occupied part of the Ukrainian Donbas. Kyiv, its Western allies on the one hand and Moscow, which does not recognize itself as a party to the conflict in Donbas, on the other, have different positions regarding the mandate of such UN mission. Russia proposes to deploy peacekeepers on the line of delimitation, while Ukraine and its partners insist that peacekeepers must be deployed throughout the occupied territory, including the uncontrolled by Ukraine part of the border with Russia.
