The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov wants to create an independent commission under the National Agency on Corruption Prevention (NACP), which will determine the list of oligarchs. This was reported by the press service of the Rada administration.
"In my opinion, it should be an independent commission that can act under the NACP. I submitted the appropriate amendments. It is formed on a competitive basis, is independent, public, does not need additional costs for its activities. The organizational process of the commission will actually be provided by the NACP," Razumkov said.
According to him, in order to avoid a conflict of interests, the National Security and Defense Council (NSDC) of Ukraine should not determine the list of oligarchs.
“But everything should be transparent,” the speaker emphasized.
Razumkov added that 1230 amendments were submitted for the second reading of the bill.
As it was reported earlier, on July 1, the Verkhovna Rada supported the bill on de-oligarchization in the first reading. According to the document, the decision to declare a person as an oligarch is made by the NSDC on the basis of a submission from the Cabinet of Ministers, a member of the NSDC, the National Bank of Ukraine, the Security Service of Ukraine or the Antimonopoly Committee.
