The Verkhovna Rada of Ukraine supported the medical reform in the countryside in the first hearing. 258 MPs voted for the governmental draft law #7117 on the promotion of the accessibility and quality of medical service in the countryside. It was broadcasted by the official TV channel ‘Rada’.
The draft law is supposed to provide the accessible and quality medical service in the Ukrainian villages.
It is planned to create the medical center for the primary medical assistance in the villages. It can be the first aid/ obstetric or feldsher’s station, ambulance station, aid post, medical station, mobile aid post or pharmacy branch.
A skilled professional should work at such medical center. It is planned to attract them for work in the countryside by the creation of the comfort conditions. It is planned to provide them with the residence and car, necessary equipment for the workplace, to create the quality access to the internet to implement the telemedicine and connections with the colleagues.
It is planned to provide all necessary equipment such as for the initial examination, mini-lab for the sampling of the research, special tanks for storage and transportation of the medicaments. Moreover, the issue is about the modern X-rays, dental and other types of the equipment. Also, there is the portable equipment in the list that can diagnose the state of the patient and allows passing this information via the internet within telemedicine.
The transport is also an important part of the reform of the rural medicine. The document states not only the provision of the official car to the doctor but also the creation of the conditions for usage of air-, water-, special ambulance cars, including the equipped by the means of the resuscitation.
According to the draft law, the primary medical service should be free for the citizens of the village. It will be financed by the state, local budgets and other local sources. Of course, the investments will be attracted.
The document provides the creation and implementation of the programs on the medical service in the villages, particularly for the diagnosis, treatment, rehabilitation and prevention of the oncological and other diseases of the population, especially children. It also will be financed from the state budget.
The telemedicine and the medical service with the usage of the telemedicine provide the possibility of the consulting of the patient, diagnosis and treatment with the usage of the internet and information exchange. The issue is about the connection between the doctor and patient and between the doctors.
It is planned to use the specialized internet-platforms to keep the data for the telemedicine. The requirements to the portal should be defined by the government.
Earlier, the MPs adopted the medical reform. 240 parliamentarians supported the decision.
