Ukrainian parliament adopted resolution # 5497 on appeal of the Verkhovna Rada of Ukraine to the international organizations on illegal preparation of elections to the State Duma of the Russian Federation in the temporarily occupied Autonomous Republic of Crimea and Sevastopol and involvement of Ukrainian citizens from the occupied part of Donetsk and Luhansk regions in the voting. 318 lawmakers voted for the resolution.

APPEAL

The Verkhovna Rada of Ukraine

to international organizations regarding the illegal preparation of election to the State Duma of the Russian Federation in the temporarily occupied Autonomous Republic of Crimea and Sevastopol and involvement in the voting of Ukrainian citizens from the occupied part of Donetsk and Luhansk regions

On March 18, 2014, the Russian Federation illegally annexed the Autonomous Republic of Crimea and the city of Sevastopol, and in April 2014, Russia launched a war against Ukraine in Donbas.

Russia is repressing the population of the occupied Crimea and Donbas, including numerous illegal arrests, abductions, murders, torture, displacement, conscription into the Russian army, and forced passportization of our citizens.

The actions of the Russian aggressor were condemned by the UN General Assembly, the European Union, NATO and other international organizations and governments of other countries.

The Russian Federation is currently trying to impose its "democratic standards" tied with electoral processes. Russian authorities plan to hold elections to the State Duma of Russia on September 19, 2021 in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol and with the involvement of Ukrainian citizens who live in the occupied parts of Donetsk and Luhansk regions and forcibly obtained Russian passports. These actions defiantly violate the basic rules of international law.

The holding of elections to the State Duma of the Russian Federation on the temporarily occupied territory of Ukraine is illegal and, therefore, renders recognition of their results impossible.

The Verkhovna Rada of Ukraine addresses the Security Council and the UN General Assembly, the OSCE, the European Union, NATO, other international organizations, parliamentary assemblies, foreign parliaments and governments and urges to:

  1. Use all necessary means to warn the authorities and the occupation administration of the Russian Federation against holding elections to the State Duma in the temporarily occupied territory of Ukraine - the Autonomous Republic of Crimea and the city of Sevastopol and prevent the participation in the election of Ukrainian citizens living in the occupied part of Donbas.
  2. Not to recognize the legitimacy of the election to the State Duma of the Russian Federation on September 19, 2021 and its subsequent decisions in case of the voting in the temporarily occupied part of Ukraine.
  3. Impose sanctions against representatives of the authorities and the occupation administration of the Russian Federation who involve citizens of Ukraine in the occupied territories in the election to the State Duma, and thus violate the sovereignty of Ukraine.
