The special representative of the U.S. State Department on Ukraine Negotiations Kurt Volker does not rule out the possible implementation of the new package of sanctions by Washington against Russia due to Putin’s order of issuance passports to Donbas citizens. Volker stated this in the interview with the Russian BBC.
“Over last five years the USA imposed a lot of different sanctions against the Russian Federation: due to the annexation of Crimea, disbanding by the Minsk agreements concerning Donbas, capturing of Ukrainian sailors in the Kerch Strait, and due to Skripals’ poisoning in Salisbury,” Volker said.
At the same time he the special representative added, that no new decisions Washington have been adopted yet.
Nevertheless, according to the report, the USA is concerned about the situation that happened, and the USA is regarding Putin’s decision as “the provocation that exactly contradicts the plan for the reintegration of these territories back to Ukraine, as stated in the Minsk agreements”.
As it was reported earlier, Russia wanted to facilitate the process of obtaining Russian citizenship for the residents of the so-called Donetsk and Luhansk People’s Republics after presidential elections in Ukraine. Putin’s decree was required for that.
The first center for issuing Russian passports to Luhansk residents opened in Rostov region.
Russian forces, which were deployed in Donbas have been paying efforts to speed up the process of issuing Russian passports to Donbas residents under the simplified procedure.
