The State Treasury of Ukraine stopped the financing of all unsecured expenses. Thus, the state refused to finance, first of all, capital expenditures – maintenance, reconstruction, building, and others as Ekonomichna Pravda outlet reported.

The officials stated that the state budget is not able to serve all expenses provided for 2020. The State Treasury has not stopped the financing of protected expenses – salaries for employees of the budget sphere, pensions, social payments, liquidation of debts.

“The recent requests from the chief controller of the budget funds for holding of unsecured expenses were served by the State Treasury on November 20. In 2019, the similar step, due to the transfer of the budget funds and non-fulfillment of the income from the customs, was made by PM Oleksiy Honcharuk on December 17,” the message says.

According to the results of three quarters of 2020, the government spent 45.8 billion hryvnia ($1,605,405,874) from planned 112.6 billion hryvnia ($3,946,914,878 ) for capital expenditure. The restrictions might concern maintenance and construction of roads.

As we reported, from the State Budget for 2021, at least $ 9 billion will be allocated for national security and defense. Volodymyr Zelensky signed decree No. 486/2020, which enforces the decision of the National Security and Defense Council of Ukraine of November 5, 2020 "On proposals to the draft law of Ukraine "On the State Budget of Ukraine for 2021" on articles related to ensuring national security and defense of Ukraine".
