Today, on January 1, the law #377-IX ‘On the framework of monitoring, accountability and verification of emissions of greenhouse gases’ takes effect in Ukraine. According to the law, the State Environmental Inspectorate of Ukraine will control the greenhouse gases’ emissions.
According to the adopted law, the State Environmental Inspectorate of Ukraine is obliged to check information in the documents; particularly, reports on emissions during a particular period of time, plans of monitoring of emissions and so on. The Inspectorate can hold an unscheduled check-out three months after submission of the documents by entities and check the accuracy of the provided information.
The basis for the adoption of this law is the commitment of Ukraine within the Association Agreement with the EU to bring national legislation into line with the European. Particularly, the implementation of 2003/87/EU directive is important as it provides the creation of the system of trade of emissions of greenhouse gases. It provides the provision of permission for a particular amount of emissions to entity. In case if the volume of the emissions is lower, an enterprise can sell the rest of the volume to another enterprise.
