The full text of the regulation:

On May 23, 2021, the passenger plane of Ryanair that headed on the route Athens-Vilnius was forced with the engagement of the Belarusian military fighter plane to land at Minsk Airport. The civilian plan carried over 120 passengers. At his board, founder of the largest opposition Belarusian NEXTA Telegram channel Roman Pratasevich stated, who together with his partner, a citizen of Russia Sofia Sapega, was taken off the plane and detained the Belarusian law enforcement bodies.

By the commitment of this forcible landing of the passenger plane, the Belarusian authorities endangered the safety of the passengers and crew. The mentioned actions are violations of the international rules of civilian aviation and endanger international safety, including the safety of the air traffic.

The International Civil Aviation Organization should urgently hold an investigation of this unacceptable act with relevant consequences for people who committed it.

The Verkhovna Rada of Ukraine strongly condemns the actions of the authorities of the Republic of Belarus on the forcible landing of the passenger plane of Ryanair Company and detention of Roman Pratasevich that is another manifestation of the attack of the Belarusian authorities on the political opposition, freedom of speech and journalist activity in Belarus.

The Verkhovna Rada of Ukraine urges the Belarusian authorities to urgently release Roman Pratasevich and all political prisoners, stop arbitrariness and tortures used by the security bodies of Belarus against detained citizens of Belarus and guarantee respect to human rights in accordance with the international commitments.

The Verkhovna Rada of Ukraine confirms full solidarity with its international partners, first of all, the EU state and the U.S., including in the stop of air traffic with the Republic of Belarus.

The Verkhovna Rada of Ukraine also completely supports the actions of the government of Ukraine that for the provision of safety of civilian aviation and society was one of the first among the European states to ban the air transportation between Ukraine and the Republic of Belarus since May 26, 2021, and enhanced “air sanctions” against Belarusian air companies since May 28, 2021.
