The Verkhovna Rada of Ukraine supported in the first reading bill #4157 on enhancing the level of responsibility for violation of the demands of human fire safety. 317 MPs supported the decision as 112 Ukraine TV channel reported.
The document provides the fine for violation of the demands of human and fire safety for citizens from 510 up to 1,700 hryvnias ($18-60) and for officials from 850 hryvnias up to 3,400 hryvnias ($30-120).
The threshold of the administrative responsibility is increased for the deliberately false call of the special services (accident rescue group, police, urgent medical aid) – fine from 3,400 up to 10,200 hryvnias ($120-362). Previously, the fine was from 51 up to 119 hryvnias ($1.81-4.23).
The responsibility is enhanced for non-compliance of requirements, orders and regulations of the officials of the central body of executive power that implement the state policy on the government oversight (control) in the sphere of human and fire safety or creation of the obstacles for their activity.
The sanctions of this article provide the fine for citizens from 1,020 hryvnias up to 3,400 hryvnias ($36-120) and for officials and individual entrepreneurs – from 1,700 up to 8,500 hryvnias ($60-302).
Currently, the legislation provides the responsibility for violation of the demands of fire safety only in cases, when it led to the fire occurrence that harmed the health of people or inflicted the property damage in large size.
The parliament also supported bill #3931 on administrative violations on the responsibility for obstruction of holding of inspections on human and fire safety. 265 MPs supported the decision.
The creation of the obstacles for the activity of the authorized officials of the central body of executive power, implementing the state policy on the government oversight (control) in the sphere of human and fire safety, particularly tied with the inspections lead to the fines from 17,000 up to 34,000 hryvnias ($604-1,208).
The same actions repeated within a year after the administrative penalty leads to a fine from 34,000 up to 51,000 hryvnias ($1,208-1,812).
Police officers and officials of the state body of oversight (control) in the sphere of human and fire safety are allowed to compile the protocols on the administrative offense.
In case, if perpetrators do not provide the possibility to compile a protocol, the police is enabled to hold administrative detention until the identification of the perpetrator in case of prevention of the activity of the authorized officials.
On January 21, in Kharkiv, the two-story building was caught on fire. It was reequipped for the nursing home. The tragedy resulted in the death of 15 people. Preliminary, the tragedy occurred due to the misuse of electric heating elements.
Due to the tragedy in Kharkiv, Friday, January 22 is declared a morning day.
Four people were detained, possibly, involved in the incident. The law enforcers detained the owner of the two-story building that he rented for the house of elderly people, the lessee, his wife as the director of the retirement house and an administrator who coordinated work of the care home but was not officially employed. They were served charged.
Later, the court chose a restrictive measure for all of them and detained them for 60 days without the right for bail.
