Ukrainians are paying more and more attention to the issue of animal abuse, in particular, they are concerned about the situation in the field of breeding of hunting dogs and in hunting in general, culling of stray dogs.
The representatives of the NGO were hunting the swans on the territory of the nature reserve. In late October, 54 out of 300 sheep died in Odesa region – they spent more than two weeks in a closed truck in the port. Media are revealing the baiting stations of Ukraine, where wild animals are being treated. The activists publish the pictures of the animals in the caves.
There are two animal protection bills registered in the Parliament – No. 6598 on amending some Ukraine’s laws (concerning the implementation of provisions of some international agreements and EU directives in protection of animals and plants) and No. 8256 on amending some laws of Ukraine (concerning the regulation of the relations connected to preparing of dog for hunting).
The first bill is about the moderation of the relations in the protection of animals sector from cruelty in compliance with the International European Convention on the protection of animals, which Ukraine ratified in 2013. The norms of this convention ban leaving animals at home unsupervised, harm animals and so on, yet, they have not been implemented in the Ukrainian legislation. The second one, raises the question of prohibition of baiting, setting on a live bait and the way the dogs are being prepared to hunting, which should be performed in a humanitarian way.
The bills propose to introduce the concept of “animal abuse”, “injury of animals”, “preparing dogs to hunting”, to introduce administrative and criminal liability for abuse, to ban begging with animals, provision of photo services with them, to exclude possibility of shooting at stray dogs, cats, crows, gun dog training.
The bill No.6598 ha been agreed in the committees, it is ready for the consideration.
This week, the Council had to consider it, yet, there were not enough votes. The bill No.8256 is waiting for consideration.
