Ukraine’s parliament suspends Speaker from plenary meetings for two days

The Verkhovna Rada of Ukraine suspended Speaker of the Parliament Dmytro Razumkov from the holding of plenary session for two days. The Servant of the People, Trust, and For Future factions initiated the process. 240 MPs supported the decision.

“The next issue of the agenda is the appeal of three parliamentary factions, Servant of the People faction and two parliamentary groups Trust and For Future on the suspension, according to Article 20 on suspension of the Speaker of the Verkhovna Rada from holding of plenary meetings. For two years we have been working in this hall to make the law the same for everyone. Then we can follow two ways – we can follow the law or political reasonability. Today, I see what is happening in the hall. If there is a desire to follow another way, it is the right of the MPs. I will not convince anyone. All people in the hall are adults and wise people. If there is a desire to change the Speaker of the Verkhovna Rada, I said, I will not delay this process. The letters were received and we issued them. Yesterday, we have received the statement from David Arakhamia on the launch of the procedure – it was launched immediately according to the regulation. But I believe that not everyone is satisfied with it; it should be quick and beautiful. Ok. You can do everything that you want in this hall. But I would like to say that this post does not mean anything to me; it is a tool. It is a tool. Look, I can implement everything that we have promised in 2019 without this position, and I am sure that there are enough people in this hall, who will do it in the future. I know very well the Articles 29, 76, and 77. If you do not want to follow the law, nobody forces you, except the law sooner or later,” Razumkov said.

According to the Regulation, the Speaker can be suspended from holding the plenary meeting in case of blatant or systematic violation of the Regulation by the Speaker at the same plenary meeting on offer submitted in paper form at the plenary meeting by at least two parliamentary factions, or at least one-third of MPs from the constitutional composition of the Verkhovna Rada through a collection of signatures, or committee that focus on topics of the regulation.

After the shortened discussion, the Verkhovna Rada can make a decision on suspension of the speaker at the plenary meeting from the holding of the plenary meetings up to two plenary days with the majority of the votes of the MPs.

However, the Servant of the People faction explained its vision of why Razumkov should be suspended.

“Yesterday at the meeting of the coordination board on October 4, 2021, Speaker of the Verkhovna Rada Dmytro Razumkov did not observe the demand of part 4, article 73 of the regulation of the Verkhovna Rada due to his refusal to put for voting of the coordination board the offer on the schedule of the plenary meeting on October 5-8, 2021, provided by our Servant of the People faction. We believe that by mentioned actions, Speaker of the Verkhovna Rada Dmytro Razumkov neglected the right of the parliamentary factions to submit offers for the weekly agenda of plenary meetings and it is a blatant violation of the regulation of Ukraine. The parliamentary Servant of the People faction, Trust and For Future parliamentary groups, taking into account part 2, article 29 of the regulation of the Verkhovna Rada, due to the blatant violation of the regulation of the Verkhovna Rada by a speaker at the plenary meeting, submit the offer on suspension of the speaker from holding of the plenary meeting for two plenary days,” Chairman of the Servant of the People faction Oleksandr Kornienko noted.

Yesterday, Razumkov explained the reason for refusal to submit the offers for voting. According to him, any of them met the regulation.

Earlier, Razumkov stated that until he is the Speaker of the Verkhovna Rada, the recall should take place only according to the regulation. According to law, the procedure should last about 10 days.

However, the regulation states that the speaker can be suspended due to his unsatisfactory work at this position, including in case of suspension from holding the plenary meeting three or more times during one session of the Verkhovna Rada, or due to other circumstances, which exclude him from the fulfillment of the responsibilities. The pre-term stop of the parliamentary authorities of Speaker of the Verkhovna Rada leads to the stop of his authority as Speaker of the Verkhovna Rada.

On September 30, Head of Servant of the People faction David Arakhamia asked Dmytro Razumkov to provide signature lists for his resign from the post of chair of the Verkhovna Rada.

In his turn, Dmytro Razumkov stated that he is not going to resign.

As we reported, the Servant of the People parliamentary faction collected 150 necessary signatures for initiating the resignation of Dmytro Razumkov from the post of chairman of the Verkhovna Rada. The collection of signatures took place at a meeting of the faction on Saturday in Truskavets. Razumkov was not invited to the meeting.

On October 4, the Ukrainian Parliament initiated the procedure of recalling Dmytro Razumkov from the office of the parliamentary speaker. Later, Yaroslav Zheleznyak, a member of parliament from the Holos faction, believed that there are not enough votes in the Verkhovna Rada for the resignation of Parliament Speaker Dmytro Razumkov.
