The bill provides the imposing of the licensing of all establishments that work in the blood system – it will be held by a competent body. This body will be also responsible for the organization of the monitoring of the track of the donor’s blood to the final destination, spot serious adverse reactions during the donorship, transfusion or blood-processing.
The document cancels the norm, which allows to donate blood only according to the registration of residence. The foreigners who live in Ukraine and want to help the Ukrainian blood system also might become donors.
The clear division of function of the blood system at three levels: the national, regional and hospital levels.
At the national level, the state policy in the sphere of safety and quality of donated blood will be formed; the National Transfusion Committee will work – it is the consultative body, which will provide the professional consultations and aid in the forming of this policy.
At the regional level, the bodies of the local self-government will be obliged to put effort for the implementation of the national course.
At the hospital level, the hospitals will get the hospital blood banks for its storage and labs for testing; moreover, the hospital transfusion committees will work at the hospitals – the consultative body of the local level, which will help with the organization of the transfusion aid.
According to the bill, the private establishments will be able to work on equal terms with state and in particular cases; they will be obliged to provide the hospitals with blood and its components.
The export of the components and blood products will be able only after the complete provision of the national need.
Besides, private plasma centers will be obliged to purchase extra blood from the public centers at market price to prevent its excess disposal.
Moreover, the electronic system of the medical area in Ukraine eHealth is implemented.
As we reported, the city clinical emergency hospital in Lviv conducted heart transplantation for the first time. This is the first such operation in Lviv and the third in Ukraine in the past 15 years.
