The Verkhovna Rada of Ukraine adopted in the second reading and in general the bill #2051-1 on the restriction of the use of plastic bags in the territory of Ukraine. 297 MPs supported the decision.

The document provides the ban from the beginning of 2020 of spread at the shops and restaurants of the plastic bags with thickness up to 50 micrometers.
However, this restriction does not spread to biodecomposed plastic bags and ultra-lightweight bags with width up to 22 mm (without side wimples), depth up to 346 mm (considering side wimples), length up to 450 mm (considering handles) aiming for package and transportation of fresh fish, meat or products made of them, as well as powder products and ice.
It will be banned to spread at the shops and restaurants with oxo-degradable plastic bags.
The document also bans force users to buy plastic bags.
The biodecomposed plastic bags should be marked in accordance with the national standards.
The responsibility for violation of the legislation is also provided.
For violation of the norms of this law, the central body of the executive power, implementing the state policy in the sphere of state control over the observation of the legislation on the protection of consumers’ rights, applies the business and administrative fines against economic agent market participant”
- for violation of demands of Part 1, Article 2 of the law – in the sum from 500 up to 1,000 personal exemptions and from 1,000 up to 2,000 personal exemption for a repeated violation during three years;
- for free spread of the plastic bags – in the sum of 100 up to 200 personal exemption; from 200 up to 500 personal exemption for a repeated violation during three years.
