Ukraine’s parliament registers nine draft regulations blocking signing of land market law

The Verkhovna Rada of Ukraine registered nine draft regulations on the abolition of the land market law as the parliamentary website reported.

The texts of the regulations are not published yet.

Thus, the signing of the law #2178-10 is blocked for Chair of the Parliament Dmytro Razumkov and President of Ukraine Volodymyr Zelensky until the consideration of these regulations.

As we reported, the Verkhovna Rada adopted a committee bill on the opening of the agricultural land market No. 2178-10. 259 MPs voted to pass the bill.

According to the law, the common Ukrainians might be the partakers of the market until 2024.

Besides, the Economy Ministry will create a task group on the implementation of the law on the market of the land of agricultural purpose.

As we reported earlier, on January 18, 2001, the Verkhovna Rada of Ukraine adopted Law No. 2242-III, which established that, temporarily, before the adoption of the Land Code, owners of land plots can not sell, give or otherwise alienate land, but they can inherit and sell them for state and public needs.

As you know, Land Code No. 2768-III was adopted by Ukrainian Parliament on October 25 back in 2001. It was adopted that it is impossible to sell or alienate land for farming and shares (exchange, inheritance and withdraw for public purposes were allowed) until January 1, 2005. Since then, it has been called a moratorium on the sale of agricultural land.

This temporary ban was prolonged 10 times (in 2004, 2006, 2008, 2010, 2011, 2012, 2015, 2016, 2017 and 2018).

In 2018, the parliament extended the ban on the sale of agricultural land until January 1, 2020.

Last year, President of Ukraine Volodymyr Zelensky instructed the Cabinet of Ministers to develop a draft law on the land market by October, and the Verkhovna Rada to adopt it and lift the moratorium on the sale of agricultural land until December 2019.

The Verkhovna Rada supported as a basis the committee bill on opening the agricultural land market on November 13 with 240 votes of Ukraine's MPs.
