The Committee of the Verkhovna Rada on Health of National made a decision to recommend the MPs to adopt bill #5596 on regulation of the trade of cannabis for medical purposes, scientific, scientific, and technical activity as the committee reported on Facebook.
One of the authors of the bill Olha Stefanyshyna noted that the adoption of this bill is expected by over 2 million Ukrainian patients.
“This bill, first of all, is about the access to medicinal products for Ukrainian patients. It will allow the cultivation and production of such product to increase the access of the patients to them,” she said.
The document offers to allow the restricted, transparent, and controlled trade of cannabis for medical and scientific purposes. Meanwhile, it is also offered to introduce enhanced control over the trade of cannabis, particularly: to introduce an electronic register of all drugs; they will be sold only with an electronic prescription provided by the doctor; the introduction of the licensing of all activity tied with the trade of the medical cannabis; introduction of reliable permission system for implementation of such activity; accounting and provision of information to controlling bodies; enshrining distribution of functions and authorities between the controlling bodies; fulfillment of the UN convention that provides existence of separate commissioner in the sphere of the medical cannabis trade.
