The law significantly decreases the bids for elections. The proportional representation electoral system imposed in the cities with at least 10,000 population. A person may run for elections as head of a village, settlement, and city as independent candidate.
The snap local elections, midterm elections, first, extra elections will be held twice a year – on the last Sunday of March and the last Sunday of October. In other words, all local elections that are not snap will be held on the same day in spring or in autumn in all settlements.
Besides, the sanctions are increased for the crimes and administrative offenses in the sphere of the election legislation; the responsibility for falsification of documents and other violations is determined.
The document bans holding of election campaigning or provision of money, gift certificates, food products, alcohol and goods to the electorate, establishments, institutions, organizations.
Besides, it is banned to provide benefits, advantages, services, work, securities, credits, lottery tickets, other material and non-material assets, including on the behalf of the charitable organizations, which co-founders or members are candidates (candidates), party (local organization of the party).
The law provides that the parliamentary candidates who get the number of the votes equal or surpassing 25% of the amount of the electoral quotient are put after the first number on the list in order of reduction of the percentage of the votes of the electorate who support the candidate.
With an equal percentage, a candidate who takes the higher place on the territorial elections list of the candidates from the party’s organization also takes the higher place.
Then, other candidates put on the list in accordance with the order determined by the organization of the party during the nominating of the candidates.
The candidate included on the list with the first number by the organization of the party is put on the first place in the territorial election list.
The form of a ballot is changed.
The ballot includes in one row, alternately from left to right:
- number of each party organization determined by draw;
- the full name of the proper party, surname, name and patronymic name of a candidate included on the list at the first number without marking of the number;
- two squares: one blank for expressing of the will concerning party and one square stenciled for expressing the will concerning the candidates included on the proper territorial election list of the party;
- the election list with surnames, initials of all candidates and their sequential numbers in stencil format top-down according to which they are included in the proper territorial election list of the party in two columns.
As we reported, local elections will be held in Ukraine on October 25, 2020. 326 MPs voted for the relevant resolution № 3809.
