Ukraine’s parliament allows interns to help fight against Covid-19

The Verkhovna Rada supported bill #3380, which allows involving interns and doctors without confirmed qualification to the fight against coronavirus on a voluntary basis. 336 MPs supported the decision as 112 Ukraine TV channel reported.

“The bill was developed to increase the potential of the health system of Ukraine to contain the spread of the coronavirus disease (Covid-19) and provide proper treatment of the patients. Moreover, the bill aims to improve the conditions of work for the medical staff, which is directly involved in the counteraction and containment of the coronavirus disease”, the explanatory note says.

The law offers to involve doctors-interns and doctors-specialists without assigning or confirmation of the qualification to the participation (on the voluntary basis) in the events on the counteraction of the coronavirus disease and with consideration of the restrictions determined by Ukraine’s Health Ministry.

Moreover, it is offered to pay assistance for temporary unemployment in the sum of 50% of the average wage (income) regardless of the qualifying period to people who stay in healthcare facilities, self-isolation under control due to events aiming for prevention of occurrence and spread of the coronavirus disease, as well as, localization and liquidation of its outbreaks and epidemic. However, it does not concern medical workers, whose assistance for temporary unemployment is paid in 100% sum of the average wage (income) regardless of the qualifying period.

The document also contains a norm on the provision of the holding of mass testing for Covid-19 by Ukraine’s Health Ministry (at the hospital, outpatient levels depending on the medical evidence for hospitalization).

The law contains a number of orders of the Cabinet of Ministers of Ukraine, which concern:

  • The renewal of the algorithm of testing at the outpatient level, determination of the establishments of health (of first, second and third waves) and specialized hospitals for admission of patients with coronavirus disease (Covid-19) and order of their fulfillment in accordance with the international recommendations;
  • provision of the development of the instruction on the education of the medical workers and extension of proper training, which is already held;
  • provision of the publication of all information concerning counteraction coronavirus disease (Covid-19).

As of 9:00 a.m. on May 7, 13,691 cases of coronavirus infection were registered in Ukraine. 507 new cases have been observed over the last 24 hours. Overall, 340 deaths have been recorded in the country, and 2,396 patients have recovered.
