The Cabinet of Minister postponed the imposing of fines for owners of cars with European license plates for violation of the term of customs regime until 2020, as 112 Ukraine reported citing Prime Minister Oleksiy Honcharuk.
“The delay until January 1, 2020, of the application of the fines for the owners of the uncustomed cars with foreign registration, the European license plates. In other words, we obviously should solve the issue with such a category of the population; with people who turned out to be in such a situation. We study this situation, our minister of transport, infrastructure stay in touch with the activists, representatives of this movement,” Honcharuk said.
The MP added that the government decided that the fines will not be applied until the solution is found.
On September 12, 2019, the Verkhovna Rada of Ukraine postponed the application of the fines for the owners of the cars with the European license place for 90 days.
On July 13, 2018, Verkhovna Rada supported a bill providing for increased responsibility for breaching the rules of car import to Ukraine. The document establishes a single term for sanctions for customs rules breach, - half a year since the day of detection of the violation.
On October 22, the Supreme Court of Ukraine recognized the termless use of the cars with the EU license plates imported in the regime of transit as legal. Later, the State Fiscal Service claimed that the use of uncustomed cars is still a violation of the law.
In August 2019, Deputy Head of the President’s Office Ruslan Ryaboshapka stated that fines for owners of the vehicles with the European car plates are postponed for another three months.
The new fines were implemented for the violation of the import of the cars under customs regimes of the temporary importation and transit starting from August 22. However, the police officers do no fine the owners yet.
