Acting Minister of Education and Science of Ukraine Serhiy Shkarlet got the official warning from the EU representatives about the danger of the changes in the Ministry that destroy the previous reforms as the European Truth reported.
Earlier, the Education Ministry supposedly presented to the government the draft solution on the change of the structure of the ministry that provides the re-organization of all directorates created a few years ago within the reform of the public service.
It is noted that the financing of this reform was provided by the EU and the Education Ministry was one of the pilot ministries that obtained the European grants for holding of such a reform. They also provide the vacancy of the newly-created positions with decent wage based on o open competitions.
The changes offered by Shkarlet violate not only the commitments of Ukraine within the held the reform but also the conditions of the reserved for Ukraine of macro-financial EU aid that is why the draft decision of the Education Ministry was rejected. However, foreign donors got to know about this initiative.
At the end of the last week, the EU representative appealed with the letter to Serhiy Shkarlet and reminded about the non-repayable aid to Ukraine in the sphere of education and science. The financing of the currently fulfilled programs makes over €200 million.
“We urge you to continue the proper work of these structures and enhance their role in the ministry…Any rollback of the earlier reached success in the reforms, undoubtedly, will raise our concern and might disrupt our cooperation that we perceive as successful and strive to continue, including, possibly, due to the new programs within the reform of the public service”, the letter said.
On June 25, 2020, the government appointed Serhiy Shkarlet as the Deputy Minister of Education and Science and Acting Education Minister.
