The Ukrainian Parliament Defensive Committee recommended to the Verkhovna Rada to adopt the draft law #8068 on the national security of Ukraine as 112.ua reported.
"I put on the voting to recommend to the Verkhovna Rada to support the bill #8068 as the basis and generally during the second reading given to you with the amendments announced by Vynnyk. Secondly, I order to the Secretariat to order to the Verkhovna Rada to publish the final version of the draft law with all recorded and rejected amendments on the website," Serhy Pashynsky, the Head of the Committee said.
The Committee's Secretary Ivan Vynnyk told the norms of the draft law.
"The SBU functionality restricted by the fight against terrorism, counter-intelligence of the state, disruptive activity was specified; in fact, it focuses on the defensive issues of the critical infrastructure. We specified some definitions in the security and defense sector, clearly distinguished the authorities of the defense's and security forces; specified the functionality of the National Guard that enters the security forces during the peaceful time and will be guided by the general staff during the war and implement the measures and activities for the defense of the state," Vynnyk said.
According to him, the creation of the parliament committee on monitoring of the activity of the special law enforcement bodies and bodies with law enforcement functions is supposed.
"It will be represented by different parties of the parliament, there will be a rotation of the leaders, it will be able to invite the heads of the proper bodies – they will report on the issues of observation of human rights and freedoms," he noted.
Vynnyk specified that it will allow to put the discussion on the possible groundless intervene in the business there.
"The status is changed – according to this bill, the SBU will be called special state body with law enforcement functions. It means that they cannot register the proceeding on the application independently and will deal with the functionality provided by the law. There will be fewer cases of the conditional bashing of the IT-company or company that deals with the monitoring in the sphere of the state management. If they take place – it will become the issue for the parliamentarian committee on monitoring of the activity of the special law enforcement bodies," Vynnyk said.
It is not planned to liquidate the Department for Fighting against Corruption. However, Vynnyk expressed the belief that the SBU will not pay to the workers who cannot carry out the previous commitments.
"I think it will be notably reformed in the context of the aims in which the SBU is restricted," MP noted.
