On Thursday, October 29, the Cabinet of Ministers of Ukraine ordered the National Agency for the Prevention of Corruption (NAPC) to immediately restore citizens' access to the register of declarations of officials. Minister of the Cabinet of Ministers Oleg Nemchinov announced this in Telegram.
“At an extraordinary government meeting with the participation of President of Ukraine Volodymyr Zelensky an order was issued to implement the decision of the National Security and Defense Council obliging the NAPC to immediately restore citizens' access to the register of officials' declarations and provide a mechanism for special inspections,” Nemchinov wrote.
On October 28, the Constitutional Court of Ukraine ruled that the provision about criminal responsibility for untruthful declarations, which caused huge criticism spoken out by law enforcers and control authorities. According to the Court's decision, criminal responsibility for the declaration of untruthful information is "excessive" punishment for a citizen.
On October 29, the Court blocked the announcement of the results of local elections. It stripped NAPC of access to state registers, which they use for holding checks of declarations of candidates for leading offices to authoritative bodies.
Earlier, President of Ukraine Volodymyr Zelensky claimed that draft law about the restoration of the integrity of the Constitutional Court would be soon registered in the Ukrainian Parliament.
