The Verkhovna Rada of Ukraine adopted regulation #5520 in which it appealed to the U.S. with the request to impose sanctions against the company that constructs Nord Stream 2.

Geopolitical Nord Stream 2 project is another attempt of the Russian Federation to use energy as the tool of the hybrid war; it directly threatens the energy security of Ukraine and Europe, as well as it violates the principles of the EU Energy Union on diversification of sources of energy, routes, and suppliers in the gas sphere.
The aim of this pipeline is to bypass the territory of Ukraine, create the mechanism of pressure on our country and countries of Central and Eastern Europe, disrupt the transatlantic unity, separate Europe, and enhance dependence of the EU countries on the supplies of the Russian gas.
Meanwhile, Gazprom Company is fully under the control of the Russian Federation that holds armed aggression against Ukraine; it occupied part of the sovereign territory of Ukraine and organized on these territories systematic repressions against civilians.
Ukrainian and international courts consider a few cases on the involvement of the Russian officials in the organizations of the terrorist acts, commitment of crimes against humanity, and military crimes in the territory of Ukraine. Particularly, the issue is about facts of illicit seizure of oil and gas-extracting enterprises in the territories of Ukraine occupied by Russia, as well as supply of gas to the illicit armed formations and terrorist organizations.
The concentration of the Russian pipelines in the Baltic Sea can enable Russia to hold active protection of the Nord Stream 2: starting from the formal procedures of the control over the vessel navigation in the Baltic Sea and then, as it happened to Ukraine, more aggressive behavior, blocking of vessels, influence on trade in the region.
The implementation of Nord Stream 2 will finally give a free hand to Russia and will allow it to continue the Russian military invasion in Eastern Ukraine.
Despite this fact, the completion of the Nord Stream 2 gas pipeline continues in the territories of the EU states.
We highly appreciate the bicameral bipartisan support of Ukraine in the U.S. Congress that allowed to adopt legislation on enhancing sanctions against the construction of the Nord Stream 2 within Protecting Europe's Energy Security Act of 2019.
Earlier imposed sanctions, as well as the threat of their introduction within the American legislation, forces a number of companies to leave the project and in fact, stopped its implementation for over a year.
We highly appreciate the definite position of the U.S. against the completion of Nord Stream 2 and a clear understanding of the consequences of this project for Ukraine and countries of Central and Eastern Europe.
Meanwhile, we are deeply concerned about the U.S. Congress report presented by the U.S. State Department on May 19 and proposed extra sanctions do not provide measures against the key company and partaker of Nord Stream 2 – Nord Stream AG.
We are sure that the only long-term mechanism of guarantee of non-use of the Nord Stream 2 by Russia as the energy weapon is the full blocking of the possibility of its completion and exploitation.
Considering the mentioned, the Verkhovna Rada of Ukraine urges the House of Representatives and the Senate of the U.S. Congress to use the whole range of tools provided by the American legislation for the complete and irreversible stop of construction of the pipeline within the Nord Stream 2 project through imposing of blocking sanctions against all partakers of this Russian geopolitical project, including Nord Stream AG.
Earlier, it was reported that US State Department to inform Congress on May 20 about the lifting sanctions against the company building Nord Stream 2.
At the beginning of May, the German environmental non-governmental organization (NABU) filed a lawsuit with the Hamburg Administrative Court against the construction of the Nord Stream 2 gas pipeline. The construction was suspended.
