Ukraine is to start purchasing specific serums at the national level. The decree as of April 6, which approves the list of necessary specific serums, was made public today, as Ukraine’s Healthcare Ministry press office reports.
11 items are included in the purchase list, serums and immunoglobulins from diphtheria, hydrophobia, tetanus, botulism and malaria.
“Since 2014 Ukraine does not have serums and immunoglobulins due to the absence of the registration. The producers were not interested in entering Ukraine’s market and according to the law, the Healthcare Ministry cannot be the initiator of the registration. Therefore, the humanitarian supplies were the only way to provide Ukrainians with specific serums if needed,” the press office stated.
The representatives of the Healthcare Ministry inform that the government’s procurements through the international organizations make it possible to deliver new medication to Ukraine without a pre-registration of the producer.
“Unregistered medication in Ukraine which passed the international quality control and certification, can be submitted to the tender. If it wins the tender, it gets registered in Ukraine under a simplified procedure,” the Ministry added.
The representatives of the Healthcare Ministry note that Ukraine already has a successful experience in extending the list of medication with the help of international organizations.
For instance, six out of eight vaccines purchased from 2015 budget, were not registered in Ukraine.
$1,520 million will be spent for the purchase of serums and immunoglobulins in 2018.
Earlier, on the request of Ukraine’s Health Ministry, UNICEF delivered a new shipment of the MMR vaccine in the sum of 800, 000 doses. It was the second vaccine batch purchased from the resources of the state’s budget this year.
As it was reported earlier, the Healthcare Ministry is conducting an internal investigation due to the lack of vaccines from measles in some regions. The Ministry promised to transfer 10,000 such vaccines to Zakarpattia region. On January 22 it was reported that Zakarpattia ordered vaccines from measles in Hungary.
