The document offers to provide equal opportunities to a mother and a father for childcare and a combination of employment and family responsibilities.
Particularly, the authors offer to provide the possibility of a mother or a father of a child to use the right of parental leave until a child reaches the age of three (the equal right for each of the parents). Today, a father might use such a vacation only if a mother of a child went back to work or hospitalized for a long term.
Moreover, the employer might provide one of the parents with partially paid leave for childcare for longer-term but for his/her own expenses.
The bill also provides that the employee should inform the employer not later than 10 days before the early termination of the parental leave.
The bill provides the introduction of the new type of vacation – ‘one-time paid leave when a child is born with a length of up to 14 calendar days. Besides, the next categories might use such a vacation:
- a husband whose wife gave birth to a child;
- a father of a child in case their marriage with a mother is not registered but they live together, have a joint household, and have mutual rights and commitments.
- a grandmother or grandfather or other adult relatives of a child who take care of a child of a mother (father) of a child is single-parent.
Besides, it is offered to a father of a child to get the possibility to use extra paid leave if his children or child are disabled for 10 or 17 days.
Moreover, men who have children under the age of 14 or disabled children and single mothers who raise and keep a child or children, and fathers who raise children without a mother might have a shortened work day.
