The UN system will have “institute of envoys” in 2019. From now on, residents-coordinators will report directly to the UN Secretary General and will be appointed by the highest representation of the UN in different countries, as Ukraine’s Representative to the UN Volodymyr Yelchenko said, ZN.UA reported.

UN envoy’s mandate will include not only implementation of development programs, but also improvement of the general coordination between the UN system agencies, and probably the support of the government in crisis prevention (humanitarian, safety, political and human-made ones).

According to Yelchenko, a wider mandate of the residents-coordinators should help the Secretary-General to keep his ear on the ground. Therefore, UN’s demands and responsibility is to be enhanced as well.

“From now on. Such “UN envoy” will work in Ukraine. Yet, before this we should reconsider the agreement signed between Ukraine and the UN in 1992, which does not comply with the present,” the diplomat stressed.
