The military aggression was committed by the Russian Federation against Ukraine, which confirmation is the occupation of Crimea and holding of combat actions in the territory of Donetsk and Luhansk regions by the Russian military units. Application of the economic and financial sanctions against the Russian Federation by the world society is the convincing fact of confirmation of it.
The Verkhovna Rada of Ukraine appeals to the US Congress with the request to provide Ukraine with the bilateral status of the Major non-Nato Ally of America (MNNA).
The stay of Ukraine in the “gray zone” of international security, violation of the current international legislative acts by Russia will threaten any European, and considering the nuclear blackmail of the Russian leadership – to the whole world. Such threat will remain until the establishment of new rules is enhanced by the will of nations and governments of the free world.
The important component of the response to such a global challenge can be the deepening of the bilateral partnership between Ukraine and the U.S. The international policy has such experience in partnership – the Major non-Nato Ally of America. This status can be provided to the states in the state of peace, such as Australia, New Zealand, or Japan, and to the state under the threat of military actions such as South Korea, Afghanistan, or Israel.
In accordance with the Budapest Memorandum on Security Assurances due to the joining of Ukraine to the Treaty on the Non-Proliferation of Nuclear Weapons (December 5, 1994), Ukraine refused the third large in the world arsenal of nuclear weapons. The countries-signers of the Memorandum (Russian Federation, the UK, and the US) undertook a commitment to respect independence and sovereignty and existing borders of Ukraine, as well as to restrain from the threat by force or its use against the territorial integrity or political independence of Ukraine. They committed that their weapon will never be used against Ukraine, except the self-defense or any other way according to the Charter of the UN.
One of the commitments of the countries-singers was the abstinence from economic pressure aiming to subdue to its own interests the performance of rights of Ukraine peculiar for its sovereignty. In case, if Ukraine becomes the victim of the act of aggression or the object of the threat of aggression with the use of a nuclear weapon, the countries-signers are committed to achieve immediate actions to help and protect Ukraine.
Meanwhile, the Russian Federation has started armed aggression against our country. Seized and annexed the Autonomous Republic of Crimea that is an integral part of Ukraine. The Armed Forces of Russia together with the backed terrorist groups are financed and armed by Russia, hold open combat actions against our country in Donetsk and Luhansk regions.
Since April 14, 2014, until the beginning of February 2021, from 42,000 up to 44,000 suffered or died from the combat actions in Donbas. Thus, from 13,100 up to 13,300 people died as a result of war. 3,375 out of them are civilians, 4,150 - military men, and about 5,700 militants. Moreover, since the beginning of the combat actions, 29,500-33,500 people were wounded. 7,000-9,000 of them are civilians; 9,700-10,700 are Ukrainian military.
The mass media of the Russian Federation continue to spread anti-Ukrainian propaganda and constant urge to destroy the Ukrainian statehood.
As of today, we observe the deterioration of the security situation in the east of Ukraine through the build-up of the Russian presence at the borders of Ukraine and in occupied Ukrainian Crimea, as well as provocations of Russia in the occupied part of Ukraine.
