"We are talking about a special legal regime that will be introduced on the territory of the region. We have a 32-kilometer border with Transnistria. We have taken serious measures: in 2014-2015 we dug a large 30 km anti-tank ditch, and that part of the border is calm. When we talk about the legal regime, the defense council held a meeting yesterday, with the territorial offices of the ministries and departments, including of the Defense Ministry, National Guard, the Mohyliv-Podilsky border detachment, and the Security Service. The presidential decree clearly defines the procedure of taking measures. The mobilization reserve is being established and immediate reserve forces are being notified," the head of Vinnytsia Regional State Administration Valeriy Koroviy said.
At the same time, he assured that after the introduction of martial law, the rights and freedoms of civilians will not be restricted.
"We are taking a number of measures connected, first of all, with the coordination of work of the law enforcement agencies and departments in Vinnytsia region, in particular, in matters of territorial defense," Koroviy added.
“The peculiarity of Zaporizhia region is that we have more than 200 km of the Azov coast, and this defines some conditions. Since 2014, much has been done in the region: stepping-up, checkpoints. The law does not specify that they will be used, except in case of aggravation of situation or its balance. Today we are planning a number of measures. The defense council of the region will be convened today and the authorities have to ensure that the actions of all Defense Ministry units, Interior Ministry units, the law enforcement bodies, industrial enterprises are in synch. We must understand what we have and what we can have to conduct such work,” the head of Zaporizhia Regional State Administration Konstyantyn Bryl said.
He also assured that the rights and freedoms of the civilian population would not be limited.
"Freedoms will not be restricted, just the public order protection will be strengthened. There may be more patrols on the streets and more watch on the roads. First of all, it is necessary filtrate ideologically set Russian channels, which I believe should be done first in the border areas," Bryl added.
“Mykolaiv region is in regular mode. After November 28, when the martial law enters in force, After that, we will act within the frameworks of current legislation. I can stress that Mykolaiv region as a border area is always ready. Our local drills, all of the guidelines we have been making for 2,5 years show that both the servicemen and the community of Mykolaiv take it calmly, adequately, without excessive emotions and without any populist thingies,” the head of Mykolaiv Regional State Administration Oleksiy Savchenko said.
"Kherson region has long been living in such a state since Crimea was occupied. For us, the question of the unkind neighboring is always on the agenda. Which is why, it’s been 2 years since we have established our system of territorial defense. We were the first in Ukraine to do so; we are constantly carrying out exercises. Later we created a territorial defense brigade and a month ago we completed a large-scale training in the entire area. We also have an Anti-Terrorist Center, where we conduct drills, training. Yesterday's decision of the Verkhovna Rada, we held the first meeting of the defense council of Kherson region, where we discussed the possible actions taking into account the defense plan of Kherson region during the martial law," the chairman of Kherson Regional State Administration Andriy Hordeyev said.
He added that after Ukraine’s President Petro Poroshenko meets with the defense departments in the regions, there should be further instructions for further tactical work.
"Today, after these meetings, we will hold another defense council, where we will approve an action plan on martial law. We are waiting for specific implementation directives," Hordeyev stated.
In connection with the Azov crisis on November 26, the Verkhovna Rada adopted the bill approving the presidential decree "On the introduction of a martial law in Ukraine." The martial law will be introduced in 10 regions of Ukraine located along the Russian, Moldavian border and the Black Sea and Azov Sea. The regions are Vinnytsa, Odesa, Mykolaiv, Kherson, Zaporizhia, Donetsk, Luhansk, Kharkiv, Sumy and Chernihiv regions. Also, the period of martial law was reduced to 30 days and presidential elections were scheduled for March 31, 2019.
Earlier, the coast guard ships of the Russian Navy acted aggressively against the ships of the Ukrainian Navy, which have been carrying out a scheduled transition from Odesa port to Mariupol port in the Sea of Azov.
