Ukraine not to amend Constitution on “special status” of Donbas, - MFA head

Foreign Minister of Ukraine Vadym Prystaiko said that the Constitution of Ukraine will not be amended on the so-called "special status" of Donbas. And the occupied territories are offered to develop along the path of decentralization, as well as the rest of Ukraine. He announced this at the 16th meeting of the Yalta European Strategy (YES) forum, Interfax-Ukraine reports.

"The Minsk agreements stipulate that a reform of Ukrainian legislation will be carried out, a reform of the Constitution, which is based on decentralization," Prystaiko said.

The Foreign Minister mentioned that Ukraine is proposing "to the side that is now behind the line of contact to understand that the chance for their development is decentralization."

“They can unite communities, expect certain opportunities, in particular financial ones, as now regions and districts in Ukraine. This is the maximum offer that we make,” Prystaiko explained.

"We are not introducing any special or not special statuses into the Constitution," he added.

Earlier Vadym Prystaiko commented on the possible exchange of prisoners between Ukraine and the Russian Federation according to “all for all” format. He said that the swap could take place in the near future.

"It was always a difficult process, because the “all for all” format assumes that we know the lists, we agree to these lists ... Special groups of people work every single day, night and day, in order to coordinate and budge this a very complex, yet mentally unfair process," Prystaiko said.

The Foreign Minister stressed that the return of Ukrainian prisoners is planned in the near future.
