Earlier, we talked about the requirements for the entry of tourists into the EU. Now we have collected for you the latest information known about the introduction of covid passports in Ukraine.
Former Minister of Health Maksym Stepanov announced the date of the appearance of vaccination certificates in Ukraine from July 1, 2021. Earlier, it was also announced that the certificates should be launched before July 1.
The same information was announced at a meeting on May 26 by the Prime Minister of Ukraine Denys Shmygal – Covid passports will be ready in early July.
Olha Stefanishina, Deputy Prime Minister for European and Euro-Atlantic Integration, said that Ukraine would complete work on vaccination certificates by the end of June.
Certificates similar to European
Ukraine will introduce vaccination certificates against Covid-19, similar to European ones. Former Minister of Health Maksym Stepanov announced on May 11 that the certificates will have all the necessary information about vaccinations that the EU and WHO countries will require.
Stepanov said that work is underway and Ukrainian specialists are in dialogue with their European colleagues. The list of requirements for vaccination passports in the EU is not yet available.
Ministry of Health, together with the Ministry of Digital Transformation, has developed software that will allow you to receive certificates online.
Also, the Ministry of Health stated that "all vaccines that are used in Ukraine are certified or are being considered by the WHO and the EMA."
With Ukrainian certificates it will be possible to travel to the EU countries, said Olga Stefanishina, Deputy Prime Minister for European and Euro-Atlantic Integration.
"The whole process of developing these passports was carried out immediately together with the team of the European Commission, which is developing the format of the European digital passport (" digital green certificate "). That is, compatibility was the foundation that was laid in our work. From the first day it was a common process," Stefanishina noted.
Ukrainian Covid passports
And now for more details. The Ministry of Health previously explained that "covid certificates are the working title of an internal document containing data on:
- a negative PCR test done;
- recovering from Covid-19.
The document is being developed taking into account the requirements of the European Commission Digital Green Certificate and WHO Smart Vaccination Certificate.
The purpose of the certificate is the free and safe movement of citizens during a pandemic.
Who will enter the data and how to get it?
The data will be entered through eHealth, and the certificate itself can be obtained from a doctor or generated in the Diya application or portal.
Before the introduction of covid certificates, Ukrainians who received two doses of vaccinations will be able to receive them upon request and, if necessary, present at the border a paper international certificate of vaccination, which is now valid.
It is known that obtaining covid passports will be voluntary.
Benefits for certificate holders
The launch of an internal covid certificate will be accompanied by certain benefits for its owners, the Ministry of Health said. Thus, Ukrainians will be interested in being tested for coronavirus at the first symptoms and not self-medicating.
On May 26, Minister of Culture Oleksandr Tkachenko asked the Cabinet of Ministers to amend the quarantine decree and ease restrictions. So, they can allow concerts, mass, cultural events, remove temporary restrictions for catering establishments and the self-isolation of citizens.
This is all subject to a negative coronavirus test result or a Covid certificate.
The system of privileges for the vaccinated is used in many countries. For example, vaccinated US residents were allowed not to wear masks and keep their distance on the street and indoors. In Germany, at the beginning of May, the restrictions on meeting with friends were canceled for vaccinated and recovered people, they do not observe the curfew. Also, they do not need to serve out quarantine after traveling abroad. Vaccinated persons should not show negative coronavirus tests when visiting stores or hairdressers. In Israel, with a "green passport" you can go to gyms, swimming pools, saunas, restaurants and cafes, stadiums, theaters, and cinemas, attend various public events and exhibitions.
EU Covid certificates
It was reported last week that the European Commission has decided to launch digital vaccination certificates from 1 July.
The certificate is free, secure, and available to everyone. It will cover information on vaccinations, screening, and recovery.
The EU digital green certificate can contain three different documents at once:
- coronavirus vaccination certificate;
- confirmation that the person has had Covid-19 and recovered;
- negative tests for coronavirus.
The European Commission explains that they have combined three types of certificates in order to prevent discrimination against people who have not yet received the opportunity to be vaccinated.
