Today, I will inform you about the relevant situation on the counteraction coronavirus as often as possible. As of March 16, 2020, 79 suspicions for coronavirus are processed in Ukraine.

Five of them, unfortunately, are positive. 64 cases were not confirmed. Another ten are analyzed in the laboratories.

As we promised, yesterday, we returned home 123 Ukrainians stuck at the border of Italy and Slovenia. The quick tests showed the absence of the coronavirus infection. Nevertheless, each of the evacuees obliged to stay 14 days in the self-isolation. It is a good example of civic consciousness.

First. From 00:01, March 17, 2020, to ban the acceptance of the visitors by cultural facilities, shopping and entertainment centers, restaurants, cafes, fitness centers and other food outlets, entertainment and services facilities. The restaurants and cafes may continue to work on cooking if the citizens will be able to order the delivery home.

Second. The Infrastructure Ministry, since 12:00 p.m., on March 18, 2020, should ban the railway, air and bus intercity and interregional passenger traffic and ban the work of metro. The city transfers may take place in such mode: up to 10 people in the shuttle buses and taxi. Up to 20 people in the trolley busses, buses and trams.

Third. The Finance Ministry should hold talks with the IMF and other international partners on the provision of financial support to overcome the consequences of the coronavirus.

Fourth. Soon, we expect from the National Bank of Ukraine, Finance Ministry, state and commercial banks – the quarantine program for credits for small and medium business and the concept of the tax changes.

Moreover, the citizens who receive less than 5,000 hryvnia ($188) of pension should receive the extra charge in the sum of 1,000 hryvnia ($38).

Fifth. In the region, where the cases of the coronavirus are confirmed, particularly, Chernivtsi and Zhytomyr regions, the emergency state from March 17, 2020, will be imposed.

Sixth. The Healthcare Ministry should ban planned events and surgeries. Only urgent and first aid measures should be held. It should maximally prepare and re-purpose medical establishments for admission and treatment of infected people in severe conditions. The employees of Urkposhta (mail service) should develop the mechanism of drug delivery to the elder people.

Seventh. The mass events with the participation of more than 10 people, including the rites and ceremonies, should be banned. I ask all leaders of the churches to react to the situation with understanding as there is a threat to human health and life.

Eighth. The export of food should be restricted in accordance with the list defined by the government.

Ninth. Ministries, heads of regional state administrations, local self-government, heads of enterprises should ensure the uninterrupted service of grocery stores, household goods stores, gas stations, pharmacies, banking institutions, and insurance companies. And also: all enterprises of critical infrastructure, state and municipal property and freight transport.

All bodies of public authorities, healthcare institutions and law enforcement agencies should go on operating in their usual mode without any exception.

The work of the Verkhovna Rada of Ukraine is especially important. In my opinion, the change in the work plan of the Verkhovna Rada is unacceptable.

Now in a situation of a global pandemic and the threat of a global financial crisis, the Ukrainian parliament must pass laws that are vital for the economy, introduce tax, land, labor reforms, appoint ministers of economy and energy, and the prosecutor general of Ukraine.

Quick reforms are an ambulance for the economy. Without them, we will get an economic coma. And that is not a question. This is an answer. At times like these, all MPs should perceive responsibility. At times like these, you do not simply block the rostrum - you block the life of Ukraine.

I strongly recommend that all people stay at home except for cases when they need to go out to buy food or medicine. This is especially true for citizens over 60 who are at risk.

Dear Ukrainians!

The experience of China shows that unpopular and tough decisions overcome the virus and save lives.The experience of other countries shows that mildness and liberalism are allies of the coronavirus.

Therefore, we will act harshly, urgently, perhaps not popularly, but for the sake of one thing - the life and health of Ukrainians.
