At the moment Ukraine cannot declare war against Russia because it cannot resist it in the case the aggressor uses the whole arsenal of the weaponry. Oleksandr Turchynov, the Secretary of the National Security and Defense Council of Ukraine claimed this during his testimony on the treason case of Viktor Yanukovych as 112 Ukraine broadcasted.
According to him, Ukraine does not have the weaponry that allows resisting the nuclear state after the nuclear disarmament in the result of the signing of the Budapest Memorandum.
'We do not own the military means to resist the nuclear state in the case it uses the the whole arsenal of the weaponry. For this reason the declaration of the war against the aggressor today as in February-March 2014 is impossible even when we have the efficient army, defense industry complex, weaponry that can protect the country', Turchynov said.
The Budapest Memorandum on Security Assurances in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons is the interstate document that provides the observance of the key-points of the Final Act of the Conference on Security and Cooperation in Europe, UN Charter and the Treaty on the Non-Proliferation of Nuclear Weapons towards Ukraine as the state-member of the Treaty that does not possess nuclear weapons. The document was signed on December 5, 1994, by the leaders of Ukraine, the US, Russia and the UK.
French and China that possessed the nuclear weapons at the moment of the signing of the memorandum and the members of the Treaty on the Non-Proliferation of Nuclear Weapons also provided the similar guarantees but did not sign the memorandum.
