Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov believes that it is necessary to put end to the antiterrorist operation in Ukraine and move to a new format of protecting the country from a hybrid war with Russia. He said this in his interview for Interfax-Ukraine.
"Military operations continue in the east of our country for three years and have outgrown both the duration and scale of the ATO format, while it should be noted that the antiterrorist operation carried out many important tasks. It was within the framework of the ATO that we stopped the aggressor, could conduct presidential, parliamentary and local elections, and also liberated a significant part of the occupied territory of Ukraine ... However, it's time to move on to a new format of the country's defense, "the NSDC secretary said.
According to him, the current Ukrainian legislation provides for two main cases in which the combat mode of the Armed Forces is allowed: the declaration of war and an anti-terrorist operation. "Despite the widespread opinion, according to our legislation, the introduction of martial law presupposes only the existence of a special legal regime in the country or in certain regions and does not provide for an automatic right to use Armed Forces and other military formations," the NSDC secretary said, adding that the legislation was formed based on the views of the twentieth century on the classical war and does not take into account the need to resist the hybrid aggression that is being waged against Ukraine by the Russian Federation.
That is why, according to him, it's time to define a new format that will effectively protect Ukraine from the hybrid methods of war used by Russia against us, according to him.
He also noted that it is necessary to create an operational headquarters permanently operating in the zone of confrontation with broad powers for the integrated management of the Armed Forces by all security forces, as well as civil-military administrations.
At the same time, the Secretary stressed that such approach "will only strengthen the foundation of the Minsk agreements, since their implementation is impossible without resolving security issues and without liberating the occupied Ukrainian territory."
"This is a very serious issue that requires discussion in a professional expert environment. The updated draft law "On the restoration of Ukraine's state sovereignty over the temporarily occupied territories of Donetsk and Luhansk regions" will be presented to the president, after what I hope it will be promptly introduced to the Verkhovna Rada," he said.
It is noteworthy that it was Turchynov being the acting President in the spring of 2014 who signed a decree on the launch of an anti-terrorist operation in eastern Ukraine.
Earlier it was reported that one Ukrainian soldier was killed, five were injured in ATO zone in Donbas. Militants continue to use weapons against Ukrainian forces and shell residential areas of front-line towns and villages, according to ATO HQ.
