LLC Trade Commodity, a defendant in the case of embezzlement of $5.7 million on purchasing petrol for Ukraine’s Defence Ministry was going to win the competition by the National Police. Artem Shevchenko, the director of communications department of the internal ministry wrote that on his Facebook.

According to Shevchenko, National Police took the decision to refuse the company because their tender documentation didn’t comply with the legislation.

“National police of Ukraine refused smooth operators from the out-of-nowhere LLC Trade Commodity to conclude questionable agreements on the purchase of petroleum products. Regardless of their repeated attempts to block our purchases and appeal against the trading results, their too tempting and pressing offer was refused at the beginning of this week. We managed to see its potentially corrupt character before it was too late. Technically the reason for our refuse was significant incompliance of tender documentation with current legislation. In the result of the committed position of the Ministry of Internal Affairs of Ukraine and the National Police the embezzlement of another 14 million dollars was prevented,” he wrote.

According to Shevchenko, the tender by the National Police was worth of 14 million dollars, LLC Trade Commodity offered the lowest price.

“The planned cost of purchase was 14 million dollars. According to the results of the auction in electronic system Prozorro, the lowest price for all gasoline and diesel fuel grades offered the LLC Trade Commodity. The company was not known before that and began to grow like a hydra on a fuel market and get big orders for fuel supplier, specifically from the government contractors,” Shevchenko noted.

As it was reported earlier, the National Anti-Corruption Bureau of Ukraine (NABU) and Special Anti-Corruption Prosecution (SAP) exposed a corruption scheme on misappropriating almost $5.7 million on purchasing petrol for the Ministry of Defence.

Two people were detained on suspicion of involvement in the crime: Deputy Minister of Defense and Director of the Department of State Procurement and Supply of Material Resources of the Ministry.

Officially, the anti-corruption bodies and the Defense Ministry do not call their names, but Yuriy Biryukov, the assistant to the Minister of Defense, the head of the anti-corruption committee of the Verkhovna Rada, MP Yehor Sobolev, and several other people's deputies and sources in the law enforcement agencies note that they are Ihor Pavlovsky and Volodymyr Hulevych.

Solomensky district court of Kyiv chose a pre-trial for Ihor Pavlovsky, Ukrainian deputy defense minister, - 24-hour house arrest on October 12. 

Earlier, the same day National Anticorruption Bureau (NABU) reports of issuing suspicion of embezzlement of public fund at purchasing petrol upon another two officers of the Ministry of Defence - Borys Malysh, the Head of the fueling department of Department of State Procurement and Supply of Material Resources of the Ministry, and Volodymyr Shemovnev, the senior inspector of the public procurement and material resources supplies audit division.
