According to Deputy Head of State Architectural and Engineering Inspection in Odesa region, during today’s session of the regional commission on technogenic environmental safety and emergency, five declarations issued by state inspection of architectural and engineering control liquidated in 2014 were found. All these declarations state about the presence of the storage facilities and “hotel or place where people live” were not lived.
After the liquidation of the inspection 2014, some of its authorities were executed by State Architectural and Engineering Inspection in Odesa region, in 2016 by the department of State Architectural and Engineering Control.
Current Vice Premier of Odesa Petro Ryabokon was the Head of the State Architectural and Engineering Inspection in Odesa region in 2011-2014.
According to the news agency, it asked the official whether he remembers these declarations and how they were registered by the inspection headed by him.
But here is the response of Ryabokon:
“Are you kidding me? It was eight years ago. The documents were present; the declarations were passed by the declaratory method. We checked them, checked the documents, the volume of data, recorded everything, registered and this is it. In 2011 there was no law, which provided the possibility to come to the object to check the declaration”.
On the night of August 17, a large-scale fire broke out at the Odesa Hotel Tokyo Star, as a result of which eight people died and ten were injured. This was reported by the press office of the State Emergency Service.
It is noted that a message about a fire in the hotel was received by the rescuers at 1:34. 13 units of equipment and 65 personnel were involved in extinguishing the fire. They managed to eliminate fire on 1,000 square meters area at 4:32. As a result of the incident, 8 people died, another 10 were injured.
On the fact of the incident, law enforcement authorities opened a criminal proceeding under Part 2 of Art. 270 (violation of fire safety requirements established by law) of the Criminal Code of Ukraine.
The owner of the hotel said he would be fully responsible for the fire in case his guilt was proved by the law enforcers. Later owner of the hotel Vadym Chorny was detained.
