Ulyana Suprun has a right to act as First Deputy Health Minister after being dismissed from the post of Acting Health Minister of Ukraine, as Bogdan Sanin, the judge of Kyiv District Administrative Court, at a briefing, Ukrinform reported.
“The court rules that Ulyana Suprun cannot participate in the Government’s meetings and determine strategic plan of the Health Ministry. Such restrictions do not apply to other circumstances, the court has not established them. All the powers that were delegated to Suprun as First Deputy Health Minister by a respective order or instruction remain in force. The court does not know what these orders are, but the Health Ministry representatives do," the judge said.
According to him, the court does not decide whether Suprun has a right to sign documents and deals.
"We determine the scope of the powers or restrictions that are subject to a court ruling. If there is any doubt as to the signing of a document, the Health Ministry has the right to ask for relevant explanations, and the judge as part of this case will provide a respective explanation in the volume of documents to be provided," Sanin said.
February 13, Suprun will go to the Cabinet of Ministers to unblock the Ministry’s work. Suprun regards such court’s reaction as slowing down the process.
Deputy Minister Olga Stefanyshyna said that sick people suffer from the blockage of Ministry’s work. The establishment can not deliver drugs for patients with cancer.
As we reported, Suprun's role as acting health minister was questioned by MP from the Radical Party of Lyashko Ihor Mosiychuk. The court explained that such a decision was made as Suprun has dual citizenship. Apart from the Ukrainian one, she also has a U.S. passport.
The government of Ukraine expressed the support of Suprun, as well as the President of Ukraine Petro Poroshenko, did.
