“Somebody does not want the disengagement, somebody is afraid of it; earlier we had decommunization and now we have decommunication. It is true. But everyone who talk about Steinmeier formula understands that is the mean; as you know, the temporarily acting law on the status of Donbas will turn from the temporary to permanent and it should be implemented in the law on the special status. In other words, there is no law on the special status yet; there is nothing to talk about, no formula. But it is one of the steps, which brings us to the possibility of holding Normandy Format meeting,” Zelensky said.
On October 1, Ukraine’s President Volodymyr Zelensky stated that Ukraine reported on the agreement of Steinmeier formula text in response to the letter of OSCE Special Representative in Trilateral Contac Group Martin Sajdik.
Russia considers the possibility of participation in the Normandy Format summit after signing of Steinmeier formula by Ukrainian side.
On October 3, German Chancellor Angela Merkel confirmed that the Normandy Format summit will take place in Paris.
Meanwhile, Ukraine’s Foreign Minister Vadym Prystaiko stated the Kremlin's lack of interest is preventing negotiations in the Normandy format.
However, Angela Merkel promised during the phone talk with Volodymyr Zelensky to use her future contacts with partners in Normandy Format to reach the agreement on the holding of the summit.
